Project ARGUS - protecting against terrorist attacks
Project ARGUS is a National Counter Terrorism Security Office (NaCTSO) initiative which explores ways to aid businesses in preventing, preparing for, handling of and recovering from a terrorist attack.
The terrorist attacks in London during July 2005 dramatically highlighted the need for businesses of all sizes, to plan how they deal with the disruption caused by a major crisis, emergency or incident. The events in London and at Glasgow airport, along with a number of recent convictions for terrorism related offences, further demonstrate that we must not become complacent.
The aim of Project ARGUS is to increase awareness of counter terrorism issues and help make us more resilient as a community.
Project ARGUS takes delegates through a multi-media simulation of a series of terrorist attacks. The simulation provides them with a unique opportunity to learn from others and to share their knowledge and experiences. The scenario explores peoples' options and possible reactions following an attack and considers what the initial priorities should be, before moving on to consider issues around business continuity and, finally, how businesses can help prevent future attacks.
Delegates also receive valuable information and advice from the, the Ambulance Service, the Fire & Rescue Service, Merseyside Police and the City Council Emergency Planning Unit, who form an expert panel.
Project ARGUS currently takes several forms so as to provide general advice and target specific professions:
- Argus Retail - although this is placed in a retail setting, it provides a general outlook and overview that can be applied to everyone and every business
- Argus Night Time Economy - this event has been especially tailored for those businesses that work in the Night Time Economy, those such as bars, pubs, restaurants and nightclubs
- Argus Professional - contents of this event have been specifically designed for those involved in any building or planning activities - for example town planners, architects, surveyors, construction etc.
- Argus Hotels - this event has been created to pay special attention to the difficulties faced in the hotel industry during a terrorist attack
The project highlights the importance of businesses being prepared by having the necessary plans in place to help safeguard staff, customers and company assets during and in the aftermath of an incident. It also emphasises the need to practice those plans regularly.
Project ARGUS is a key part of the Merseyside Police's multi agency approach to reduce the risk from terrorism, so that people can go about their daily lives and business freely, and with confidence.
The Counter Terrorism Security Advisors (CTSA) facilitate the Project ARGUS sessions and the feedback received has been extremely positive. Project ARGUS is helping to protect people, businesses and also the wider community by raising awareness and offering practical advice and support. It encourages businesses in the local area to work together and in partnership with the emergency services and the Local Authority.
A free-of-charge event is regularly held by the Chamber of Commerce at our premises in Old Hall Street. Additionally, arrangements can be made for the delivery to be an in-house event (minimum attendance required) at your own business premises.
