Planning and Strategy Group
The purpose of the Planning and Strategy Committee is to:
• provide an ongoing business sector input to the regeneration and development of Liverpool
• identify and promote members' issues, and to give the membership involved in building and development a voice on planning and construction issues
• inform members on legislation and regulations
• seek to influence decision makers by representing members views in appropriate methods of consultation and lobbying, and to make recommendations on key policy issues through British Chambers
• monitor and comment upon planning applications and development within Liverpool.
• ensure the Chamber is well represented at external functions and on suitable bodies relating to the issues
• plan relevant events and briefings for all members / or committee members only

Empty Property Rates
The reforms will apply the full business rate to business properties which have been empty for more than three months, and to industrial premises which have been empty for more than six months.
Previously, empty warehouses and industrial premises received 100% relief from business rates, whilst empty retail and office spaces received 100% relief for the first three months, and then 50% relief.
Charities and community amateur sports clubs will be exempt from paying businesses rates on any empty property they own.

Planning Review
A new planning review was launched in March 2008 by the Department of Businesses Enterprise and Regulatory Reform and the Department of Communities and Local Government.

The Planning and Strategy Committee are monitoring the development of this Independent Review, and are intended to respond to the call for evidence.

Blackstock Street
The Planning and Strategy Committee are currently monitoring developments in the Blackstock Street area. Under the Local Development Framework, Blackstock street is designated as Employment Land, and is in a Strategic Investment Area.
However, Liverpool City Council recently gave recommendation for approval for a large residential scheme in the area. The Planning and Strategy Committee responded to the planning application, setting out concerns regarding the need to preserve employment land.
